Kelly Bathgate

Founder + Principal

Kelly brings two decades of experience working in the social sector, including roles in direct service, policy advocacy, academic research, and philanthropy. Before launching StarrWise, she served as Chief Program Officer at Tipping Point Community, a foundation focused on alleviating poverty in the San Francisco Bay Area. In that role, Kelly oversaw all of Tipping Point’s program investments (totaling over $50M annually), including direct service, policy, and systems change work. She also served as a strategic advisor to both corporate partners and nonprofit grantee leaders. Kelly has helped many organizations, ranging from large Fortune 500 tech and finance companies to small, grassroots nonprofits, set ambitious impact goals and develop the strategies to reach them.

  • In her consulting practice, Kelly focuses on program design + strategy development, organizational + team development, executive coaching, and nonprofit board governance + recruitment. She has served on a variety of local advisory and leadership boards, including Mindful Life Project where she currently serves as board chair, Year Up Bay Area, and San Francisco Education Fund. Kelly was recognized in 2020 as one of San Francisco Business Times’ Most Influential Women in the Bay Area.

    Kelly holds a bachelor’s degree in Architecture from the University of California, Berkeley, and a master’s degree in education Policy, Organization, and Leadership Studies from Stanford University. Kelly splits the majority of her time between San Francisco and Truckee. When not helping her clients realize their impact visions, you can usually find her enjoying some outdoor adventure, trying out a new recipe, or showing off her self-proclaimed mixology skills.

Elena Chávez Quezada

Principal

Elena brings over 20 years of experience in the nonprofit, philanthropic, and public sectors focused on increasing economic opportunity for all Californians. Most recently, she served as Senior Advisor for Social Innovation to California Governor Gavin Newsom, where she managed public/private partnerships with philanthropy and other key stakeholders to advance shared priorities like career education, reproductive rights, immigrant integration, regional economic development, and more. Before joining the Governor’s Office, Elena was Chief Impact Officer at End Poverty in California (EPIC), an initiative founded by former Stockton Mayor Michael Tubbs focused on elevating the voices of people experiencing poverty so that they inform bold policies rooted in their needs.

  • Elena also spent over 10 years in philanthropy, working at the San Francisco Foundation, the Walter and Elise Haas Fund, and Tipping Point Community. The earlier part of her career is grounded in program and policy roles at Single Stop USA, connecting people with low incomes to the benefits and services they need, and the Aspen Institute’s Financial Security Program.

    Elena earned a bachelor’s degree from Harvard University and a master’s degree in public policy from the Harvard Kennedy School, and lives in San Francisco with her husband and two sons. She has served on various boards and commissions, including Immigrants Rising, Legal Link, Centro Legal de la Raza, Asset Funders Network, the San Francisco Guaranteed Income Advisory Group, and the San Francisco Citizen’s Committee on Community Development. When not helping her clients realize their social impact visions, you can find Elena on very long San Francisco walks and shuttling her teenage kids around the city.
